I presume you're talking about work abroad schemes in community work or conservation or whatever- the reason is because it doesn't make any sense economically for a charity to spend its money on training you, housing you, feeding you and transporting you around when you don't have any experience specific or special to the project. They may as well use an inexperienced local person as spend their money on having you there - so you are paying for your own keep and training and for the benefit of enjoying that experience without being a burden in any way to the charity. Some of the money will also go to keep the charity running and fund projects.
The programmes do differ though - be careful. Some are more scrupulous than others, and some programmes do seem to just be out to make money out of you without giving you the greatest amount of support. Check the history and credentials of the organisation, and get them to be specific about what your money gets you and what you'll actually be doing on the project - make sure the experience is worth it for you.

what kind of voluntary work are you talking about that charges you? Go to the local Council for Voluntary Service, or Citizens' Advice Bureau and they will find you a hundred charities crying out for help.
I suspect you are talking about glamorous-sounding overseas projects: well, if it's a foreign holiday you want maybe you should be paying. If you just genuinely want to give your time to a good cause there are plenty of things you can do at home for no charge.

well it depends what your voluntering for but if its a call centre i really wouldnt take it up . you might have to pay if the people think that the thing your are voluntering for will get you somewhrer in life but the thing your voulentering for probably needs money!

who r u volunteering with?maybe the organisation is the kind where,by volunteering there u will actually be getting alot of work experience.the kind of work experience they feel others should pay for...

In the USA..you volunteer for something...church..food pantry's..hospital ..you don't pay anything...you don't get payed either...

do not be greedy...you want cheep worker, volunteers are OK for it. but still give them some reason to work good for you... money talks.... or why else do you try to save yours?
