You will find the problem here is the Republican's do not have a plan. Really neither do the Democrats. I do not think anyone in congress can point to a solid plan to end the war in Iraq. It seems everytime something comes up the news is that of sending more troops (now up to 30,000 more going to Baghdad), staying longer (No plan to leave until AT LEAST 2010), and the always popular "stay the course" (Of course, the heat this caused has caused the republican leadership to change this theory partly because there was no course set in the first place.)
The first war with Iraq (where Iraq committed an actual crime by invading Kuwait) we had an awesome plan in place created by Gen's Powell and Schwartzkopf. The plan worked exactly how it was supposed to work and, within 100 days, we had accomplished the goal set forth by the better of the two Bush Presidents. This time, however, we were the aggressors! We basically did the same thing we condemned Iraq for, we invaded their sovereign nation. I do not care what anyone says about the whole WMD crap and such, we started this one. Even worse, we started this one without a plan to finish it like the first Iraq war.
To answer your question.....I FIRMLY believe neither party has a solution for ending (winning) the war in Iraq.

You'd have to take that up with the Bush administration. He feels that pulling out now and letting our troops come home would be a big mistake. However, I can't see what good it's going to be to keep on fighting. It's like trying to drain the Pacific ocean with a thimble. Neither side will triumph, and the end result will only be a tragic loss of millions of lives. I can't say that's the Republican plan, but it doesn't show any signs of turning out any other way, thus far. Oh, and incidentally, it is not my party.....

Halliburton is a gigantic money laundering operation for the Bush regime. So the answer to your question is that the Republicans are winning. Oil and domination are other Republican issues they are winning. And they don't want to hear any whining from the dead American soldiers and innocent Iraqi families. They're winning on that too.

there plan is "to stay the course" but as of last week Bush said he would no longer use that term and no new term was issued.
meaning....they have no plan past making up quotes and sayings that "seem cute" or "nifty".
The only plan was to invade them to gain access to oil, to do a favor for daddy Bush and to ensure that Haliburton makes good money these few years.
