Its called a spider site
Certain search engines use what are known as crawlers [spiders in other words] they search for websites and add them to the search engine's database.
Sometime they read descripor tags and meta tags other times they actually read pages and find words that are searched for most often.
Some people write pages like that to annoy the search engines.
I have come across more than one of those sites and they are REALLY annoying.

Its a dictionary.
It is probably setup so that another system can update itself from it via a web-service.
It may also be the back end to a web-based spell checking program (such as the one on google-answers when you hit the 'check spelling' option).
