You can keep the files in their existing folders and zip them them up just the way they are. And then you can send the zip file out. When people unzip the file, the files will be stored in your existing structure.

If it's for revision only:

1) Print to PDF and send the PDF.

2) In IE, save as .MTH file and send that file.

If it's to modify:

1) Zip your Frontpage Web directory and send the .ZIP file.

2) If you plan to work alot with another person, I would recommend that you install Frontpage Extensions or (preferably) a FTP site and work collaboratively from there. This will allow you to check-in/check-out files quite easily and avoid working on the same file.
