If your party is being held in a place which is not accessible to members of the public, then it shouldn't be classified as a public place. What you must ask yourself is whether or not any of the guests might prove to be particularly susceptible and suffer harmful consequences, in which case you could find yourself in trouble. Why not ask on the German Yahoo site? The word for nitrous oxide is Stickstoffoxydul. What a word! I love it!

Nitrous oxide is a clear, colorless, and odorless gas. It is widely used by dentists as anesthesia. It is also used by the food industry as a propellant in items such as whipped cream cans. When inhaled, nitrous oxide has a numbing and painkilling effect, and can produce feelings of well being. Because of these effects, it is sometimes used as a drug. Excessive inhalation can lead to unconsciousness or death.
i am pretty sure that its use in this context would be illegal. Even if it were legal and someone inhaled it and died, you would be charged with their death, not sure whether that would come under manslaughter or murder... do it at your own risk!!!!

Don't waste it on balloons - feed it to your car or motorcycle - great performance enhancer!
