I can help as I'm always doing the smokey eye look on myself what I do is frame your whole eye with black eyeliner put that on your bottom and top rim then take a silver or white eyeshadow blend in with your eyeliner that you've applied to your top rim and blend out into the whole eye and to finish off with put loads of black mascara on :)

Best eyeliner(s): Physician's Formula (in very black) and Rimmel (in black magic).
Best mascara: Tried and true: Maybelline's Great Lash, with the pink bottle and green cap, is, IMHO, the best one out there; it's been out since before I was born 25 years ago! Avon's volumizing mascara and CoverGirl Great Lash are also good alternatives.
Best shadow: to get a smoky effect, I just use Maybelline's Shadow Stylist in black. It's good and easy to apply! A tip: if you use any shadow, try applying it wet to make it bolder. Also, Q-tips are good for smudging!
Hope this helps!

Bourjous have a fantastic black, grey and white trio eyeshadow (£6 approx) its shimmery, bold and it lasts. Or they have a single silver one really glittery (£3 approx)
Kohl pencils are good but I like liquid eyeliner (any brand) it looks neater. You have to be pretty good at applying make up to pull off the Kohl pencil look.
Mac make up is fantastic but very expensive and hard to find where as Bourjous is nearly as good cheaper and you can get it in Boots or Superdrug!

The greatest way to get a really smoky eye is to get a dark eyeliner and line the top of your eye. Then get a dark eyeshadow (but make it lighter then your eyeliner i.e. black liner with silver)
The put the eyeshadow on till the crease in the middle of your eye. and on the inside of your eyes (the little space between the top of your nose and your eyelid) Finish with a great mascara (try Carbon Black Volumious)

go for Clarins eyeliner, it's about £13 - I bought one for my friend she absolutely loves it. It has the pen on one end and on the other there is a sponge which allows you to blend in the eyeliner causing a smoky effect.
also you should try Boujoir eyeshadow. There's a grey one that's so nice, it's shimmery and is very define, you can get it from Boots.

depends on your budget, on a tight budget collection 2000 is fab, use dark, med and light in either blues or browns. Greys are harsh and stand out too much. Start a light creamish colour from the inside corner and whilst working your up and across, change and blend from the light, med to dark in wichever col you choose, how dark you go is up to you

get a kohl pencil with a rubber ended blending tip, then depending how dramatic you want it, apply to the lash line and blend out using tiny circular motions. quite tricky at first but its un practising.
