According to my OB, usually the week after menstration for appointments. Each doctor may have their own opinion of this, you can call and ask the doctors nurse when they prefer to have it done.
Birth control can be started at any time, however the doctor may want you to wait until the frist sunday of your period (which is normal). This is done most often so that the patient does not have a period on the weekend. some doctors may have you start the first day of your period. These answers would best come from your doctor after they have decided which birth control to put you on.
And as a reminder, birth control is NOT effective the first month generally, and it does not protect against sexually transmitted diseases.

Most GYN's will tell you that as long as you aren't menstrating when you get there, it's okay. Depending on the type of BC, you may not be able to start right away if you go after your cycle, so you may want to go a week before and not have to wait as long to start the bc.

Well, it depends on what method of bc you plan to get. You'll need an exam. I would say before, so that way you can have your bc ready to start immediately after- or when the doctor says start. For me, I begin my new pack of pills the Sunday of my period. So, I try to go before the actual period, that way she can look around. Other wise, you'll have to wait until your next period to start the bc.
