I got around it by taking another truck to the UHaul dealer and picking up the trailer and then hooking it to my Explorer and drove 450 miles back home, with no problems on a class 2 hitch.

because that trailer and it's load rating were over weight for your explorer. Not to mention the class 2 hitch. You got lucky. Vehicles are rated to tow a given amount of weight and even though they most often can do more than that it is not considered safe and as such uhaul won't rent a trailer or other equipment to be knowingly used in an unsafe manner. It's a liability thing.

the u-haul trailer is rated for class 3 hitch and you drove 450 miles with it on a class 2 you are lucky you didnt crash

I have never heard of that but it may stem from that bogus tire recall that cost millions of bucks that was really caused by ignorant drivers driving way to fast and over reacting to a flat.
