need to combine 1302 nodes on a single network, only allowed class C addresses. Note: using 8 class C addresses will leave many IP's wastes

Don't give everyone a public class C address then. Use NAT. Stick a router on one of the class C IPs and then give out private class B addresses to all the nodes.
