Alright here's the thing most 16 yr old don't have "parties" any more. Take it from me when i was 16 all my friends wanted to drink...which of course no parent is going to get a group of teenagers drunk. This is what i have don't and some of my friends have done.
1. Music is big with teens so why don't you fine a music club where they can just chill and listen to music eat and have a good time. Or maybe a concert. ( concert are not as bad as most parents think they are)
2. Go to a family pool hall. Most guy like pool anyways. Where im from there's a good one called Slick Willies.
3. Take him and a few of his friends to see his fave. sports team play.
4. if you must keep him at home let his friends or him self if there in a band set up and have a min concert in your back yard and BBQ.

My son is now 19 and the last thing he wanted to do at 16 was drink so I disagree with your other answerer. We gave him a big BBQ with parents and kids but gave them time to have their own thing in the backyard (a big concern was "how many girls can I invite?") with a hot tub and such but with all the parents we weren't worried and he was in heaven because of all the attention. It was a pirate party with full on flags and "grog" and BBQ ribs and chicken. We had a scavenger hunt and gold chocolate and gum coins went home with everyone. I used the halloween skeltons and red/blk/white everywhere and the black torn gause stuff -ripped-you find out now that's for spider webs etc- we used it with the flags to make the cabana a torn sail pirate ship....not too old and not too young. Maybe a mad scientist theme too with video games and movies going etc.

It may sound boring to people over 40, but 16 year olds LOVE bowling, especially if it's boys and girls. They also like money or gift cards instead of presents, so make it a surprise party and tell his best friend to tell people to give him gift certificates to his favorite store.
