I know the previous tenents ar moving at this time. The arrangements of their rental agreement did not include direct contact with the landowner of this property. (!?!)

I could not have information provided by these former tenants.

look online for the register of deeds office for the property, then google the address and phone number of the owners

If you go down to Public Records in the court house where you live will be able to give you the landlords information etc. and what ever you need to know about that property. The property may have been bought out from another state like mine was. But when you go to find out the records on that building , they will be able to provide you with all the records that you need.Also if the property was bought from another state it should also provide you with another contact that takes care of the property. Also ask around that neighborhood about the complex because you may find out more things about the area and property that is not included in public records.

If you are in the united states you can contact the county clerk's office or the county appraisal office. Most counties now have that information on-line at their appraisal district website. You will just need the address of the property and you can look up who's paying taxes on it.

Go to local court house look up platt records fine area and who owns it may have an address only and their name maybe now you can find in a phone book

If you go to the county auditors website it will give you the owner's information including name and mailing address

Try your county's auditor's website. Many have property search features, listing details about ownership, property value, etc.
