Time differs from place to place because the sun doesnot set at the same time in every place.

Maps today are more accurate because we have better technology to help us calculate distance etc.

Time differ from place to place because of rotation of earth and the difference between distances from sun and earth is round.

Because of the rotation of the earth..........the location is in a different position of the sun, therefore, the time must be different.

every 15 degree (of whole 360 degree) should have it's own time...but sometmes governments define their countries different.
today is the time of technology...so maps should be more accurate.
