the water is coming from the area when your washer fills up with water when you are doing a load of laundry. Im wondering if its a plumming problem or if i need a new washer

Might be that the washer in the tap needs replaceing...or the steam seal or the packing. It has nothing to do with the washer but with the supply line UNLESS the washer is plumed direct in which case you have the same issues only inside the washer where the water line attaches.
You are talking about a couple dollars worth of parts....more like a dollar.

Your fill valve is possibly defective. This is the electrically operated valve that the washer hose connects to inside the washer. There is one for hot and one for cold. Replacement involves taking the top off the washer, removing the old valve and replacing with the new one.
Sometimes, the screens inside these valves will allow particles (from your water supply) to get into the valve assembly. I have successfully cleared these before by removing the valve and blowing air through it to clear the particles. If you are going to have the washer apart anyway, go ahead and replace the valve.

Your washer solenoid valve that turns the water on and off needs to be replaced. It would be cheaper to have a repair man fix it then to buy a new washer, assuming everything else is ok with your washer.

I had the same problem and it comes and goes. I did try turning off the valves to the washer in back and it still did it! I cope by not leaving clothes in washer for now...I really do not know and it is a fascinating cope able problem...I even tried unplugging it...
