THEY CANNOT DO ANYTHING OF THE GIRL'S FAMILY IF GIRL IS NOT READY TO MARRIAGE WITH THAT BOY. IF IT IS YOU MUST WRITE A COMPLAIN TO LOCAL POLICE STATION. IF THEY REFUSE TO TAKE THE COMPLAIN. YOU CAN DIRECTLY FILE A CASE IN THE COURT THROUGH THE LAWYER.

I assume that the girl and her family are in the USA. If so, she cannot be forced to marry anyone she does not want to. There is no pre-marriage contract in the USA, therefore, if he is threating to sue her family because she will not marry him, LOL.You do not say how old the girl is, if she is still a minor, contact the Department of Child and Family services. If she is no longer a minor, does she have a friend she can stay with until she can get on her feet. Also, she would need to contact the police to get an order for her family and his family to stay away from her. This might be a case of life or death for her. It sounds like her family is paying a bride dowery to his family. There has been many cases of the groom's family killing the bride so that the boy can then re-marry in India.

No one can force any girl to marry a person against her wish. Take the help of a legal counsel and issue a notice to parents, in laws and all concerned under the Protection of Women from Domestic Violence Act, 2005. There are several NGOs who can help such needy, find one in your area.

I'm assuming from various hints in the question that this is happening in India. Not many people here, myself included, are going to have much information related to the legal protections for women in India.

You need to get in touch with an attorney in your community. They'll be able to help you a lot more than anyone here can.
