I think you can not do that
You can set NTFS permissions(like read, write, modify...) to a folder or to the entire hard disk, but this permissions will affect all the type of files.

Assuming Windows XP and an adminstrator (not limited) account...
Create a folder for holding all your jpeg files
Right click the folder and go into security
Give your log on ID full control of the directory
Restrict the other IDs to only read (or no) access to the directory
Anything placed in that directory, they can not copy, alter, etc.

(Note: If they are admins also, they can right click on the directory and change their rights - so it is not a perfect solution)

I don't think there are ways to restrict that. However, you could limit through policies applications that can read JPG files.

Also, you could run an automated task that runs periodically and that deletes all *.JPG files from a directory root. Caution! This can be dangerous if you delete system files.

Good luck!
