It seems everywhere I look wants $40 or more for shipping.

Shipping will always be expensive, at least if you want it shipped right. First of all they have to load it up with dry ice, then they have to ship it next day.
Rodentpro.com has pretty good prices, especially if you order a large quantity and are able to store them or share with other snake owners. If you vacuum pack them, they will keep for a year or longer.

Your other option would be to see if they have any reptile shows in your area. Quite often rat breeders will have a booth where you can pick up frozen rodents at a cheap price and not worry about shipping costs.

Yeah, your best bet would be to find local shows and buy frozen from them. Bulk rodent prices are very reasonable, but shipping is what gets you. The boxes they ship in are fairly large too, so another option would be to find other people interested in frozen rodents, combine orders and split the shipping costs.

I've been looking for the same stuff lately. Seems like one place is just about the same as the other.... We have a reptile show where I'm at this weekend, and I think I'm gonna take your readers' advice and check the prices there!!!!
