No, dressing provocatively wouldn't be. But whether someone is male or female if they are making lewd remarks & unwelcome comments of a sexual nature then yes it is sexual harassment. Harmless flirting between two consenting adults is fine but if the comments are making one party uncomfortable & the other party doesn't stop after being asked to do so, then that is harassment. This is against the law in the workplace. Usually we think of males being the aggressors but it could be a female as well. I actually knew a guy (who happened to be gay) who was being sexually harassed by his female manager (she would make suggestive remarks, comment on his appearance & even touch him) & it made him very uncomfortable.

dressing sexy could not be sexual abuse.
flirting could not be sexual abuse as long as it is her way of acting and talking - as long as she keeps the distance from you and does not touch you.
A woman is only as good as the attention she gets.
Women feel helpless if they do not recieve any attention.
So if you find a sexy dressed girl flirting you, it is you who can be in control if you do not pay any attention to her.
Control yourself and stop moaning about sexual abuse. Men abuse women sexually when they woo women only for gaining sexual experience
If a woman engages a man only for sexual experience, she is risking pregnancy. As a man you do not have to worry about that.

Subliminally speaking ... yes.
Its sexual abuse to blatantly gawk at another, especially at the erogenous zones too. I've been experiencing alot of that lately and I don't know for sure if it is considered "abuse". Who is to say without express notification that something is or is not "against their wishes".

If she actually grabs you or something like that...then it could be considered sexual harassment.
It would also depend on where this happened....at work...then def yes....but out in a bar or someplace similar...than no.
