Well first there are 2 kinds of Permits.. temp and permanent ones.. Usually temps are RED and are given for injuries or other things t hat will be corrected later or heal.. Blue are Perm. ones and are for life..
Now these permits ARE issues ONLY to the person who is disabled.. and
It is illegal for anyone other than the person to use them for parking etc.. the disabled person must be with the person for them to use the sticker.....
If you think the person who is parking in this spot is NOT the person who is disabled... its an easy and simple fix
Call the local Police Department. tell them and have them come out WHEN she is there parked in the spot.... You can often do this anonomously.. they will simply ask her to provide proof that SHE is the person who has the permit... if she is not she will be in trouble.
Keep in mind thought.. that unless you see her pull up its possible she is driving the other person and they are at the gym or in a location near and she parks there and goes works out while they do thier thing....
IF you know its only her and she seems non handicapped.. Id call
It is illegal.. the sticker follows the person not the car.. and its very unethical and Immoral.
Good Luck

The question should be asked if the handicapped sticke/placard is for her or someone else. The dilemma is that not all disablities are apparent. (most really are though)
example - if her mother is the real disabled person, and not in the car with her.....she cannot use the handicapped space, in fact if she got caught using the space, basically mis-using the placard, she could get a ticket for it AND have the placard revoked.
If you feel she is mis-using the handicapped permit speak with someone at the gym 1st and then check with the local police.
Side note: I find it amusing that a fitness center would have a problem with people wanting to be close. A fitness center near me even has valet parking.....I mean one can't even walk a bit to go and exercise!? Geez.

If she is NOT the disabled person & is misusuing the car & the sticker, then she can be cited by an officer if she cannot provide proof that she is the person the sticker was issued to & if the disabled person is not on the premises of the building where the car is parked OR in the immediate vacinity. She MAY have a degenerative disease of the bones or muscles that is not yet showing, but a Police Officer CAN ask her for proof if they feel she is in violation of the ADA (Americans with Disibilities Act)

If they have a disabled parking permit, then yes they are allowed to park there. The DMV gives these passes for just about everything these days. I once say a 22 year old with one and the only thing wrong with her was asthma. But I agree it should be used for the person who is in a wheel chair or something.

Well obviously its legal as long as they have a permit. But how do you know she is doing aerobics, and abs of steel routines? maybe she is there to do some sort of physical therapy (swim, lift light wieghts, bike, or walk on the treadmill)
Obvioulsy if she is doing things not usually associated iwth a disabled person, I agree thats not very ethic of them

It is legal, and total ethical. Because you do not know what they are doing there, they could be going in for some pt(physical therapy) or just be doing it to piss people off!!!!!!!!!!!!!!!!!!!!!
Like she is probably doing what you do is kindly walk up to her and, ask her why she has parked in the handicapped spot when she is at the gym, if she doesn't answer then call someone about it, like the owner of the gym.

If she has a disabled sticker, she can park in any disabled parking spot. Many people with disabilities need physical therapy or regular exercise or workouts. It's entirely possible that she is disabled and must go to the gym to maintain or improve her mobility.

of course. Not all disabilities are seen by your eyes. For instance, a heart condition, maybe her doctor has her doing light aerobics.
However, if she is using the pass, when she does not need it, I believe karma will take care of the problem.
Do you watch, "the amazing race"? There was a woman with one leg, doing remarkable things, like climbing, running, etc. and she and her teammate tried to claim they had a medical emergency to get on an airplane. They started in first place, and ended up in last, and got kicked off. Karma's a *****

did you ever stop to think that maybe she has problems that you are not able to see and that she has to go to the gym to help with these problems??? My physical therapist has recommended that i go to a gym to work out on different equipment for the problems i have with my back...i have not tried getting a disabled sticker yet but i am getting there....and if i have to go to the gym to work out my aches and pains you better believe i would park in the space provided to me!!!!

You don't know what her disability is, or why she needs to go to the gym. Maybe she is trying to work on becoming undisabled. Maybe she does modified routines to stay healthy. Give her the benefit of the doubt.
