if you're using an orange phone, them most likely you'll have set a PIN up and entered it wrongly 3 times; phone orange for a PUK code if that's the case.
If you're using another network's mobile, chances are it isn't unlocked. You can go to an unlocking shop on the high street, who will charge somewhere between £5 and £15, or you can ask the friendly folks here: http://forums.mobileburn.com/forumdisplay.php?f=26 who may be able to supply you with a remote unlocking code for free.

your sim might be network locked
if you contact orange they can give you an unlock code
for a fee

i understand what you mean because it happens to my phone some times its stupid thing . it keep happens switch off and switch on again iam sure it will be fine. or play with the sim card.

You have to phone orange themselves to get them to unlock it for you
