This is a bad example. I'm going to give you a different example.

1 Who likes Bob?
2 Who does Bob like?

I think this is what you're trying to ask about.

In the first example, "Who" is the SUBJECT of the question and answer. You are asking about the person/thing who performed the action of liking.

In the second example, "Who" is the OBJECT of the question and answer. You are asking about the person/thing who the action of liking was performed on.

I think "Why people laugh" is more like a statement...
ex. Why people laugh: (then you write your answers in dot points)
1. because blah blah blah
2. and so on...
"Why do people laugh" is a question, it has to be followed by an exclamation point...
ex. Qu: Why do people laugh?
Ans: They laugh because blah blah blah...
Hope this helps...

It's definitely, "Why do people laugh?"
or "Why are people laughing"?

"do" and "are" are necessary linking verbs in these sentences.

Leaving out linking verbs is often associated with speaking in ibonics.
