I remember in 92, his dad said ..................

I remember watching Saturday Night Live back then and Dana Carvey making fun of it "Never, Ever, Ever Never Never Ever, Ever Never Again!"

Maybe W is borrowing speech material from his dad.

This is more likely the quote your talking about. It's part of the Bush Doctrine.

"we will make no distinction between the terrorists who committed these acts and those who harbor them"

I've searched for that quotation, but can't find it. I think he said that in his speech right after 9-11. Also, he may have said it in the Presidential debates.
