It is an old, old saying it is true even today.

At one time writers were able to excite people to revolt against the occupying forces, nothing has change in this regards.

Most of the major wars were started by Declaration, and signing of the announcement using a pen. All peace treaties to end the wars are also signed by pen.

It was true then even before one of the famous novel writer wrote it, it is true to day. (Shakespeare or Charles Dickens made is saying well known).

"A pen is mightier than the sword".

The pen is mightier than the sword.
Meaning:
You use this proverb to say that you can solve problems or achieve your purpose better and more effectively through communication with words than by violence with weapons. Edward George Bulwer Lytton (1803-1873), an English novelist, wrote this for the first time in 1839. He wrote, "Beneath the rule of men entirely great, the pen is mightier than the sword."
Here's another quote:

THE PEN IS MIGHTIER THAN THE SWORD? Here, we are offered the insight that words are superior to action, even deady killers, like swords. Meet Martin Luther's printed words that changed history, and all the king's men were useless. (James Crystal, 12/11/02)

This proverb means words are more powerful and effective than weapons in accomplishing your purpose.

Example:
I want to stress that articles you write on newspapers can change the world. The pen is mighter than the sword!

I was once advised to read the sentence thus; break the second word into two parts. The story is that a famous English poet, renowned for his habit of seducing other peoples wives, was once caught "in fragrante delicto" by one of the many outraged husbands. This cuckold was an accomplished swordsman and challenged the poet to a duel or to apologise in public. The poet, being certain that he would not survive the duel, agreed to apologise, but in his own manner, hence the final comment with it's hidden meaning. I accept that this is a rather unlikely story for many reasons nevertheless provides an insight into the Double Entendre.

War could be declared and millions of men sent to do battle w. a pen but you'd be lucky to kill one or two opponents w. a sword before the opposition killed you. In practice you can write persuasive letters and/or make water tight arguments (legal and otherwise) getting far more done w. a pen than you ever can by threatening.

They say that a battle is won by the sword. This leads to violence. If the pen, meaning 'the written word' is used a battle is won without bloodshed.By means of the written word, e.g. newspapers... you can influence the world, ignite a spark and change the course of many athings.

The saying is 'The pen...'. It means that by writing you can convince others, educate, enlighten, and create more change than by using force to impose your will. Subjugating a population by force leads only to resentment and insurrection. Educating a population (though the pen) can lead to real and permanent change by changing the way people think.
