BUT...!
I lived in Tokyo, Japan, until 2000. The local Japanese people didn't know Halloween from Arbor Day, but the expatriate Americans & Canadians ("gaijin") sure did.
They used to dress up as outrageously as possible, and then get on the train line that circles the city, and essentially conduct a standing-room-only party (with drinks & snacks!) as the train went 'round and 'round.
Occaisonally, groups would get off and descend on local bars and such.
The Japanese took a dim view of this, which only made the gaijin more determined to do it.
I simply adored the idea, but my stick-in-the-mud (ex!) husband objected to it.
Well, I'm off to dye my hair cherry red!

I'm in Richmond Virginia & we have a lot of celebrations going on, all over the city & counties surrounding it! I DO celebrate Halloween - I start on October 1st! We've got 7 pumpkins to carve this year, tons of candy to hand out, costumes for me & both of my children!!! Happy Halloween!!!!!
