It is my dream job to read books, and then write the summary that is found on their book jacket, or on the back of the book. But I don't know if this even IS a job? If so, whose job is it? A publisher, etc.?? Thanks much!!!

Yes, someone at the publishing company generally takes care of this. It could be someone in the marketing department, as someone else already suggested (esp. at a larger publishing house), but could also be an ediorial assistant or even the editor him- or herself working with the author in question (at a smaller company). The author may be asked to review and/or approve before the book goes to press. There is also the task of reviewing books in the "slush" pile (i.e., unsolicited manuscripts) and then writing a reader's report on them--involving similar plot summarization, but more frankness on the part of the reviewer.... that may also be up your alley--? in general, an entry-level publishing job in editorial or marketing sounds like a good match (I doubt that many companies freelance out this type of work, so you'd probably need to be employed there to start with). It is absolutely a job, it is handled by the marketing department at the publishers who is trying to get you to buy the book after reading the jacket summary.

The author writes the summaries of the book. My sister just got published, and they asked her to write the summary. If you would like that kind of job, you will have to ask around publishing companies.

There are special people in every publishing house. Their task is to make buy this particular book. Sometimes these summaries are better than books that is they are cheating.
