The sentence should be:

It's time we had something to eat.

The verb 'have' should be in a past tense. It is the same thing when you say "It's high time we left". It is incorrect to say - It's high time we leave

Make the sentence simple "It's time to eat."

I would say this is more about mixed tenses.

Evenif ot technically correct, the sentence modified as follows "flows" better.

It's time we HAD~
It's time for US to have~
