If it is an active directory domain account you may have issues. If it is a local account on your PC it is easy.

Windows 2000: Right click the my computer icon on the desktop and select manage. Go down to "Local users and groups". drop down the selections and pick the users section. Double click the user account that is locked to get into the account options. Removed the check mark for the "account is locked" item.

XP: Select start and then right click the computer icon and select manage. Follow the same information that is above.

This is only for local accounts. Domain accounts require that you be a domain administrator and use a different management console.

In Domain environments , and in Active Directory Users and computers console if you find you user name after double click on that you see a check mark witch indicate that user is locked out , by unchecked that, your user can login.
Always 30 mins cant solve problem , because on Group Policy u can set number of minutes which user must be locked out after entering numbers of wrong password.

Jesse is correct. If this is a windows domain issue, you will need to use the counsole as the admin.

Most default security setting will "unlock" the account after 30 or more minutes of no login attempts
