Cuba's only legal political party is the Communist one. But unlike "The Batfink", the Cubans can vote for or against it; there is no such thing as "no voting"! In 1998 elections the 98.35 % of the Cuban electorate voted FOR Fidel Castro! Does this answer your question???

As far as i know elections do not occur in Cuba .
Appointments are made and people loyal to Castro are placed in these positions.

Yes he does have free elections for the people to vote who they want to be president of Cuba. But for some unknown reason everyone who has ever run against him has become very sick, or vanishes never to be seen again.

No. Cuba's a Communist state and in Communist states there is only usually one party (and possibly other partys that must be approved of by the ruling party), thus no voting (as in general elections).
