It means to go out and do everything. Have Loads of fun. see it all. stay up all night dancing. the town is "painted red" when the sun comes up and there is the red glow of dawn.

It means to go out and have a really good time wherever you go. Painting the town red only is a term to show where you have been and a good time was had there.

It means to go out and have A LOT of fun - not with paintbrushes or tins of paint, but with friends and there will be drinking and merrymaking and dancing and general giddyness! It's something I like to do on a frequent basis!
