Note that there isn't exactly a Native American Culture, per se. Each little tribe has different beliefs from another, as well as different languages, clothing styles, etc.
Skin-Walkers are, however, a myth employed by more than one tribe: yet there are myths in various other cultures, not just Indian, that line up to it more or less. The European notions, for example, of a devil with horns and hooves running around making trouble are not dissimilar. Also the werewolf is a close idea.
It seems to just be a human notion that there are evil monsters that look like human/animal hybrids.

Actually, they're in a lot of cultures--I'm not sure about modern Odinism, but it was once quite prevalent; even today in the Mayan culture, there are eyewitness accounts of shapeshifting shamans; and even Japan has the yokai.
