Because its a hinge of course.
The skin there needs to be flexable so that it can accomodate the movement of the joint inside... and if it was particularly hairy there on either side, the hair would cause undue friction with the skin whenever it had to fold to accomodate the movement.... potentially leading to excess wear, damage to the arms, rashes... and all kinds of other nasties.

Friction, I suppose. Your elbows are always rubbing against clothing/ table tops (when resting on them)...not to mention the skin is rougher and alot less supple/restricted pores and follicles.
Never really thought about it to be honest.......

Because the skin in that area is continually being stretched and unstretched. Because of this constant motion, hair follicles can't grow there.

too much leaning and also possibly due to shirt sleeves, coats, jackets etc always rubbing when you bend your arm..... may make the hair fall out
