Traditionally, to scare away ghosts and goblins and other little demons that came out on All Hallow's Eve looking for bodies to pocess.
Now? Probably because it's fun to be someone else just for one night. Or to get candy 8)

Tradition goes back to the Celtics. On that eve the evil spirits were alleged to come out and do evil things. The spirits knew who to attack so people changed their appearance so the spirits would not recognize them.....It began as a Pagan festival. Pope Gregory incorporated some of those traditions in to catholic beliefs in order to convert the Pagans to Christianity. Hence, the Holidays of All Saints Day and All Souls Day.

Lots of reasons. One of my favorite I heard was so the other spirits, ghouls, demons and ghosts who are free this night and this night alone think we are one of them.
