All Hallows eve was the Pagan end of the year - it was the time of year when the dead were mourned, and evil spirits scared out. The day following Halloween is 'The Day Of The Dead', where people celebrate the lives of their dead relatives.

All hallows eve (Halloween ) is followed by all saints day. It is the start of samhain, the festival of the dead, it is a magical time when the veil between the dead and living is thin. It is a time when we remember and honour our dead. Wiccans celebrate this time of year because it celebrates life and death, light and dark, and wiccans celebrate death as a part of life and give a positive idea of 'going into the dark'. Thats why we put a jack o lantern in front of our house, so our own departed ones can find their way back to us.

So we dress up as dead things (skeletons, vampires etc) and monsters and wicked witches and celebrate!

They just had a show on the History Channel called "The Haunted History of Halloween". It completely explained everything you just asked. I don't think it will be on again this year but you can catch it next year. Or order it from The History Channel.com.
