the back breaks locked up , had a hard time removing old wheel hub, replaced break shoes ,hubs, and one break cylinder. still having trouble getting new hubs on shoes. also replaced a break line. seams like breaks will not retract, could this be from needing to be bleb more (all ready bled them once)?

Sound like your emergency brake cable may be overadjusted or frozen. You may have had the e-brake not holding at one time or another and the cable was readjusted to take up slack and hold the car. Now that you put on new brakes you cant put te drum back on because the cable is pulling them tight again. Best bet, if the cable isnt frozen, back off the adjustment on your e-brake almost all the way loose. Make sure the rear shoe adjuster is backed off all the way too. Once you back them off, the drum should slip back on. Do both rear wheels , once you have the drums on, adjust the star wheel adjuster enough so you have a light drag of the shoes onto the drum. Now adjust the e-brake cable until you get at least 3 clicks on the e-brake handle. You should be good to go from there.

There's a very common error when putting new shoes on. People tend to set the wrong notch in the bottoms of the shoes on the adjuster, and they're spread out too far to get the hub on, even when the adjuster is all the way closed.

Did you re-adjust the adjuster? Also, if there is any tension in the parking brake you may need to release that. Make sure you have the right ones. The master cylinder could also be bad if the pressure won't release.

sounds like you need to back the adjusters off a bit more.

also look at proportioning valve and master cylinder.

PROBABLY NEED TO REPLACE RUBBER LINE.THEY COLLAPSE ON INSIDE. DON'T MATTER IF YOU CAN BLOW AIR THROUGH IT.
