It shouldn't lock at all.... There is probably a program loading on start up that is poorly written or corrupted in some way. Go to Start>Run>and type in msconfig and hit enter.
In the system configuration utility that opens click on the startup tab. This will give you a list of all programs that start each time your computer boots. Many, (most) are not necessary and are just there because programs that you install want to own precious memory on your computer. Uncheck most of the programs, leaving anything associated with your antivirus and firewall check. You can usually see what program the file is associated with by check the command line entry.
Once done restart your computer. If this fixes your problem you can go back and re enable programs that you want to start on boot up but again they for the most part aren't necessary. In my msconfig window I only have 5 items enabled (my antivirus and MS Windows defender) all others are disabled with no problems.

yes, well it depends on what ur using... get laggy on laptops... slow booting... I think its just a waste upgrading to sp2... Windows is ****** btw... there are still lots of problems after upgrading to sp2 so i think u should maintain with sp1 and keep some good anti-virus programs goin... here are a few you must have!! which is free btw.. AVG free edition, Spybot S&D, ad-ware se personal and windows defender... you can get them on www.download.com...

If u r talking about account lockout
then go to security option and increase the account lockout duration
U can enter in security option from administration tool and choose local security policy
Go to account lockout policy
and change what u want
