Neither heart nor mind rules over any person. It is just that some people are more emotional and others are more logical.
What of course rules over us is our ego, which is the basis for all joy and cause for all unhappiness!!
Sorry, gave a philosophic answer to your direct question - well this is philosophy section here, is it not?

My mind cannot rule my heart beccause most of the time i will go according to my heart .So my thoughts are also open as page of the book

Should n`t your question be , heart or the head? Mind is involved in both . If you are soft , caring and empathic your mind makes you act in that manner. if you are logical, reasoning type, cool headed your mind takes time to make you act that way. .
For me throughout my life it has been heart over the head. I donot regret it though many a times I have landed myself in deep committments due to this .
They say there should be a judicious mix of both. But who are "they?"

My mind, I must think logical at all times looking out for life's blessings and curses. When your heart rules over you, you get ****** over, and it gets old after a while.

My mind when financial matters are up, my heart on all other aspects of life. Not the best way I know but I can cope with it.

in my part...it's always heart...and sometimes by following my heart i always make mistake.. i mean i have a bf right now, and i love him very much but we have some problems sometimes...and i feel like i want to let him go but still my heart says don't...esp we have a daughter...mind always...sorry if i tell a bit of mah story...enjoy
