It gains 4 minites per hr.

so for 60 minutes it goes 64 minutes

if it goes 64 minutes time passed is 60 minutes
it has gon 240 minutes
time passed = 240 * 60/64 = 15*15 or 225 minutes

so time = 12.45 pm

Since it gains 4 minutes per hour, subtract 4 minutes for every hour that has passed between 9am and 1pm.

Total number of hours = 4
Gains 4 mins per hour we have 4 X 4 = 16 minutes

13:00 - 00:16 = 12:44pm is the actual time

The best way to solve is
time showing = actual time + 4 /60 multiplied by hours gone since 9 a.m.

Hours gone by as per clock = 4 hours, hence actual time ('t') will be
1.00 p.m. = t+(4/60)*4
or 1.00 p.m. = t+16/60
or t = 1.00 p.m. - 16/60 hr
or t = 12.44 p.m.

Hence the correct time will be 12.44 p.m. when it shows 1.00 p.m. in the clock

If it gains 4 minutes every hour then:
at 10.00 it will show 10.04,
at 11.04 it will show 11.08,
at 12.08 it will show 12.12 and
at 1.12 it will show 1.16
Therefore at 1.00pm it will show 12.44 since you minus 16 minutes that have gone past.
