To build a G+3 floors, apartments building on a 35 square meters plot in Hyderabad, what should be my budget?

Please exclude the cost of the land. Only the money required for construction at current market prices in Hyderabad. By the way cement price nowadays is Rupees 200 per 50 kg bag.
