I think it's one of the mindstorm sets where you build a lego robot then program it on your computer try the lego website to get directions

well since it doesn't come with instructions lego usually make stuff to promote creativity. It's pretty simple you connect it to the computer (most unlikely connection) and connect it with the other contraption. maybe it has an on button so the two slots were you attach lego pieces to it.
but my first look to it it doesn't look that trustworthy try it on someone elses computer first it looks pretty risky to me

what it looks like it has to deal with something with the computer cause it has a USB connection at one end.
