Actually, I think Cheney is.
Did you know that in 1969, Rumsfeld gave Cheney his first job in the whitehouse as his assistant? Then when Ford was president in 1975, Cheney and Rumsfeld gave Bush Sr his job as head of the CIA. (There is a lot more btw)
My point is that Cheney and Rumsfeld have been behind the scenes of the Republican party since the late 60s. They are running the show... ie, Cheney was sec. of defense during Bush Sr.'s presidency.

I don't think Mr. Bush is laughing at much of anything now a days. From day one, he's had the weight of the world on his shoulders. As long as things were going well, everyone liked him, but now everything's different. Too bad he wasn't "perfect"; like everyone wanted him to be.
