Easy answer is they were equal. They and Hades were brothers they divided the world between them. Zeus got the sky, Posiedon the seas and Hades the underworld. Zeus was however "King" of the gods, basically chairman of a ruling committe of 12 gods 6 male and 6 female until dionysis discovered and the earth goddess Demeter stepped down to give him a spot. She was fed up with the bickering and had lost interest since the kidnapping of her daughter Persphone and her subsequent marriage to hades.

Early Greek mythology shows that Zeus, Poseidon and Hades were equal and drew lots to split up the kingdom of Cronos and they were the 3 brothers in charge. Hades got Earth, Poseidon got ocean and Zeus got the sky.
As mythology evolved Zeus became more than the Lord of the Sky he became the king of the Gods probably due to his kingdom being the sky which is above both earth and ocean.

Zeus was the ruler, over of all of the other Olympians
As his brothers liege lord he had more power in the political sense. The mythology shows he was a tad smarter than Poseidon too.

Zeus was the King of Gods but Posidon was worshipped equally because Greece has many islands and every island had its temple were people sacrificed animals to Posidon to ensure the return of their sailors.
