Daylight saving time was started so that it would be light for farmers etc in the mornings during winter, and in the summer long people could take advantage of long evenings.
Countries in asia are closer to the equator and do not have such a large varience in the length of the day (on the equator there is no vriation at all), hence it is not required by all countries.

Actually, Daylight Savings Time was begun after WWI to cut down on consumption of oil. True,not all nations observe it.

Same reason that we don't observe it here, in Arizona. It's a waste of time and a source of constant confusion. We just accept that the Sun rises and sets at different times throughout the year.
