It's to stop abuse:
People who put thought and time into their answers take longer and post fewer answers, so they won't notice the limit. People who run through questions real quick and post stupid, thoughtless answers just so they can rack up points are stopped by the limit.
If you are giving good answers and hit the limit anyway, your good answers will hopefully win you enough points so that you can go up a level and receive a higher limit.

I think it has to do with preventing spam.
If you take a look at the points page, you will see that your limit goes up as you level up. This makes sense as you get the most points from getting chosen for best answers...a kind of equivalent to respect from other users or reflection that you are not misusing your posting privileges.

It seems silly when they violate your answer for a question that wasn't even a proper question in the first place, or when you get chosen best answer and then they violate your answer and you lose 12 points! If the questioner chose you as best answer don't you think he knows better than the Yahoo staff? Bah!

I think it's silly for them to have so many restrictions. And it's silly that people who get too sensitive report you, I mean can't they just chose not to answer?
