To a certain extent, yes. And why people in uniform are uniformly uniform in behavior by and large in the long run. Dress makes a man and dress is the index of man. But for woman on the screen or in public it is not as much revealed by the extent dress they are covered with and also the looks on the face tell all.
These days, dress is advertised to give vent to one's expression and if people are frank to dress as per their moods or etiquette code, it is easier to tell them apart.
I can tell about a person by the way he or she dresses up and more exactly in the process of doing that if I am privy to that. The faster one dresses the more practical one is. That is for now.

no.
some people wear whatever is comfortable, like i do-- i can look like a total slob when im in such a mood. i can go anywhere in jeans, white shirt and slippers. and i mean anywhere.
i dress differently when i teach (i look credible LOL)-- if you know the real me, you'll do a double-take if you see me in class or behind a podium if im doing a talk. LOL.
i am the usual party goer in party clothes, wearing whatever kind of clothes the party dictates.
i can look normal, i can look sexy, can look naughty, i can look nerdy-- i can project a whole lot of images depending on my mood at that time. others can and do, too, that's why i don't judge people by the way they dress. it's simply a momentary reflection of moods, not character.

Yes. You can tell that they know where the second hand stores are. I had a boss who was wealthy but he dressed like a janitor. In time I realised he was truly nuts. So the janitor get up was informative. Good question though. I'll have to pose it to my hermit friend next time I'm wandering through the bush. He's quite insightful about how the world works.

No, I've known people who make more money in one minute than I'll see in my whole life that dress like bums. Likewise, I've run out to the store looking like a total slob, but I'm a clean-freak. Sometimes people dress in a way that projects what they're really like, sometimes they don't!

kind of sort of, you still shouldn't judge a person on looks but sometimes its easy to tell if a person has good hygiene or taste by what they're wearing.

Sometimes, but not always. You can't judge a book by it's cover.
You've got to crack it open and dig inside to find out the real story.

Not always.
People mistake me for being a goth because I wear black everyday. I'm not a goth but I love those guys.
Peace.
