I remember probably middle school age, my mom didn't want me to go anymore. I usually found a way to go. I have a sister who's 6 and a half years younger than me, so I'd usually take her out and also dress up.
Two years ago, I went trick-or-treating. I'm 26 now. I went with my cousins who were at the time 6, 9, and 16, my sister who was 17, and my cousin's friend who was 15 or 16. We were all dressed up, so I don't see any problem with that. The funny thing was my cousin's friend, who was the youngest out of us four older ones, was the only one who got asked if she was too old for trick-or-treating.
Now my mom says as long as kids dress up, she doesn't mind giving them candy. She even gave me permission two years ago when we went, even though I was an adult so it was really up to me, but I felt better with her saying yes.
So, it seems to be mostly younger kids, but we see older kids every once in awhile.

Ive noticed a heavy decline in trick or treaters. Me and my friends run a haunted house in Lakewood, ca and past few years we don't see any of them really
we still are getting a decent amount of people coming to the haunted house only because its in the news paper.

I think that alot of cities and towns have age limits on who gets to trick or treat. I know in my town any teenagers caught over the age of 12 get taken in to our sheriff's office. To bad I enjoy seeing the older kids at the door.
