No way. There is a bypass in the cat to prevent plugging.

Test the heat on the exhaust before the cat and after the cat. You do this by aiming an heat sensor at it. And if there isn't much difference then it isn't plugged. If it's on an older vehicle, take it off knock out the insides and put it back on.

It could be if its hotter than the muffler ya its plugged if it glows orange pull it off if it has a sensor the cat needs to be replaced if not take it to a muffler shop tell them to pull it out replace with strait pipe to the muffler cheaper than replacing it (unless u live in cal)

Yes it is, there has been a rash of GM converters that have been replaced in our Police Fleet, reason? GM defects I suppose, year are from 2001-2004.

Chances are no.
The reason the cat got pluged was people used ledded gas when there car said un leadded only.
Today it is almost impossable to stop one up.

They can. It will kill your power and mileage. A muffler shop can do a quick before and after pressure check to tell you.
