Women's ads typically showcase style, beauty, or convenience. Men's ads usually make a point on power and functionality.
Example: Car commercial
To target women, show a cute car being driven around by a cute person. Make sure there is cute scenery and nice music. Make a point on how the car is affordable and makes its owner happy.
To target men, show the car doing something stressful, proving that it's durable. Talk about how the car is made and how it works to prove that it works well and is very useful.
The important thing to remember is that men and women need both of these kind of things in order to want to buy something! Men prefer power and utility, but also like things that are good looking. Women may prefer style and convenience, but also want something that is good quality. The main difference is that each gender tends to gravitate towards one thing more strongly.

Because studies have shown that we react to different things. Male ad's have more to do with a man's friends or a pretty girl. Female ads go with making women feel more beautiful or accepted whether its by there friends or the opposite sex. The studies arent always right but they are based on polls and surveys done.
I think they get it wrong a lot of the times, but you have to admit that there is something to some of them. You can always tell who an ad is targeting by really looking at it.

The ads targetting women often depict women as helpless. Or, as housewives responsible for cleaning the house, washing laundry and or floors, taking care of children, feeding them.
You hardly ever see men acting in ads that show "women's" jobs. You still see automakers showing the new car models with lovely young models "escorting" the car. Who drinks alcoholic drinks in ads? Who smokes (if advertising is not forbidden) etc.

Ads for women usually focus on the love for beauty and the arts...also comfort and security. etc...while ads for men focus on the masculine traits like physical strength, being macho, power, etc.
