Atlanta can be a little pricey, but you'll get to discover there are at least 35 roads named Peachtree. Which is confusing and amusing all at the same time. There's mass transit which can get you from the outlying areas to downtown without much hassle. It seems to be a more family oriented city than most I've been in, but I'm told there is a more artsy-alternative area, which is cheaper to live in.

Florida. The rumor is it's cheaper to live there, but it isn't. It's very hot, and humid for about 7 months out of the year. There is no mass transit to speak of. Northern Florida isn't as hot or as humid, but it's very rural...and growing. You'll have to deal with hurricanes, which are NOT like tornados. Think tornado which extends over the entire state, and sits there for three days. There are no basements, as the state sits barely above sea level.

It varies greatly on where you want to live, how much money you'll need. There are some good websites, that will do a cost of living comparison for you.

I found the site below which is only US city to US city, but there are others. I'm sure there will be one that's between Canada and the US, too.

Some of the things you are asking are WAY too broad for someone to answer all at once. That's like asking, what are the rent prices in Canada, and tell me the prices of all the tuition too. You would need to specify a location.
To live in the US, yes, you'd probably need a good amount of money. You'd probably want to start off renting an apartment while you found a job. And that can be pretty spendy, especially if you live on your own. Try to find a RELIABLE roommate.

do you like big city action or small town relaxation?.. Oklahoma is the best for housing.. Cheapest in the nation. Try Oklahoma City for starters.. its big enough to have some life, but still small relaxed atmosphere.. Job market is ok.. You could then save enough to transfer later to somewhere larger.. If you go to a huge city first you might be overwhelmed. As for education.. As you didnt say Highschool or university level you finished.. Id just assume your fine if you finished highschool.. If you like, take a few night classes after work at a local community college in the fields that you are interested in, might spark some interest that later on you can take more classes as a larger university.. Goodluck!

Rental rates vary depending on the area you want to live. I"m adding a site, this way you can check the rates in different cities in Florida.
Orlando is centrally located and we have good colleges.
Good Luck on your move ~

certain parts of florida is filled with hispanics and old people. Nice climate and alot of things to do there.

certain parts of georgia is filled with southern belles and fried chicken. Not alot to do there. alot of strip clubs there and low crime rate.

best of luck with your travels. Try looking online for the states brochure you are intrested in or there travel guide.
