People don't understand what they dont understand. For example if a child asks for a present and you say yes, they understand the word yes and its meaning..they know they are about to receive a gift, but when you say know they go into shock and question your reason of answering no..so, its like selective hearing...you hear and comprehend what you want

It is a conditioned behavior. If people actually meant NO and stuck to it consistently, we wouldn't have a problem. But most people say NO, then for whatever reason give in to a yes.
Therefore No usually means maybe If I whine long enough I can manipulate it into a yes.

People who do not understand "NO" are usually self-centred persons who cannot imagine that anyone can disagree with what they want. They sometimes even pretend to understand then do something that shows they did not get the "NO".
