Is it: "The boy WHO lost his homework......" or "The boy THAT lost his homework..."? Please explain, thanks.

Who
It's always WHO when you're talking about a person. If you're talking about a thing, then it's THAT.

Examples:
The boy WHO lost his homework....
The stop sign THAT was red....

The correct answer is "The boy who lost his homework..." The word who is used to denote an individual and the word THAT is more or less used when identifying to or with an object or a non living thing. Hope that helps you. All the Best!

Both are correct.

Both "who" and "that" can serve as a relative pronoun to a person.

"Who" refers to a person, while "that" refers to a thing.
