Depends on the situtation and why you are withholding. If you are withholding for personal gain, it is the same as a lie or fraud to me.
But you don't have to spill your guts to everyone either. Some things aren't meant to be told. And some people are never meant to be told.

I have turn to the belief that if you ask the right questions you will get the right answers. Not all information is just handed out to you. If I knew more about what was asked but wasn't asked about that part of the story, I would not be holding back from you, I would be giving you what you asked for. To expect more you would be demanding that everyone tell you everything all of the time. You and I couldn't handle this over load. No I don't think it is a lie if I answer your question. Just ask the right questions.

No ... remaining silent is sometimes the best way to go, but it depends on the circumstance.
If someone directly asks for the truth , give it ... and if someone may be hurt by not telling it, then tell it ... if someone will be hurt by the truth unnecessarily ... be quiet. Omission can be kind. We are not here to judge but to understand and love.

Yes; it's called "lying by omission."
If you cheated on your spouse, and neglected to tell him/her about it, that's just as bad as lying by saying you didn't do it.
But that doesn't mean that lying isn't sometimes necessary. A bad thing done for the right reasons makes it a good thing.
